Job Description

General Summary

Reporting to alliance executive leadership and working in partnership with alliance physicians and departments, the Director, Alliance Access will establish, implement, evaluate and drive changes in the all aspects of the referral management, bed management, financial clearance and admission functions to enable access to acute inpatient rehabilitation services to beneficiaries.  The Director is responsible for establishing financial, volume and quality targets based upon relevant market data/market intelligence, regulatory compliance, satisfaction and other benchmark data and driving the performance of the entire inpatient access function to meet targets including:  referrals/admissions, referral management, financial acceptance/clearance, bed management/patient placement and admission processes.  Partners with alliance physicians and departments to provide leadership and assure systems for communication and the integration of people, technology, processes, policies and procedures into practice that will ensure safe, quality patient care, meet regulatory compliance, support and grow positive referral relationships, assure fiscal responsibility and create an ideal experience for patients/families, referrers and internal stakeholders.

Principal Responsibilities

Access Management

  • Declares the vision for Inpatient Access and assures alignment of access objectives and goals among key constituents;
  • Assures clear process delineation and decision rules/guidelines (e.g., for patient placement) to support efficiency, simplicity and expediency of all access-related processes
  • Assures clearly defined and executed ownership, roles and expertise for clinical clearance, financial clearance, patient placement/bed management and admission functions.
  • Utilizes technologies to facilitate the access process;
  • Communicates with physicians on referral consults and assures staff compliance with timely and accurate documentation of referrals and outcomes using the referral tracking system;
  • Assures clearly designated and utilized avenues of internal and external communication;
  • Assures the coordination of care and support processes that organizes multiple interactions and communications required during an inpatient stay, as well as processes that accelerate discharge planning and the fulfillment of post-discharge care requirements.
  •  Establishes, optimizes the utilization of and assures the maintenance of a valid, reliable and robust data repository and referral tracking system for referrals and admissions.
  • Develops and implements processes that assure the provision of timely response to all referrals on medical acceptance;
  • Assures compliance with CMS 2010 regulations and audit process.

Quality

  • Assures clear,accurate, complete, advanced communication of medically accepted referrals and resources needed upon admission to support safe, quality patient care;
  • Assures optimization of the electronic medical record and other access-related technology as appropriate to enhance patient safety/quality patient care,
  • Designs, implements and evaluates initiatives to support achievement of targets in patient, referrer and internal stakeholder outcomes and satisfaction.
  • Fosters an environment of “continuous readiness” and assures sustained compliance with regulatory requirements (i.e. JCAHO, Medicare, etc).

 

Financial

  • Utilizes relevant market data, market intelligence, regulatory/compliance, satisfaction and other benchmark data to establish strategic plans;
  • Develops and executes referral development plans to achieve volume targets;
  • Works with the SRAlab flagship hospital to enhance or coordinate referral opportunities;
  • Develops, implements and delivers on annual budget targets while meeting quality and safety goals;
  • Seeks, recommends and initiates cost savings and/or revenue enhancing initiatives;

Other

  • Collaborates with other departments, administrators and medical staff to assure alliance is meeting its overall goals and objectives;
  • Identifies and utilizes data to drive decision-making;
  • Other duties as assigned.

Reporting Relationships

  1. Reports directly to the alliance executive leadership.
  2. Direct reports:  Director Referral Management, Director Bed Management/Patient Placement 

Job Requirements

  1. Education consistent with a registered  PT, OT, SLP, or RN in the state of Illinois with previous clinical experience;
  2. Seven – ten years of previous professional management experience including both fiscal responsibility and quality of care responsibility;
  3. Knowledge and thorough understanding of changes in Medicare and insurance regulations.
  4. Strong customer-service orientation;
  5. Demonstrated oral and written communication skills;
  6. Forward-thinking, proactive and results-oriented leadership style;
  7. Interpersonal skills needed to effectively provide leadership with all levels of staff;
  8. Qualitative and quantitative analytical skills needed to assess existing programs/processes, drive business development, and develop new programs/initiatives;
  9. Computer skills word processing, spreadsheets and databases.
